The Times' Pokin correspondent states that the parleying with Russia for the loan continues. Tbo Telegraph sayß Russia has obtained permission to extend the Manchuria railway to Port Arthur. The Times states that if the Land Tax is assigned a* security for the Chinese loan now being arranged by Russia the latter Power, upon th) plea of collecting it, will be entitled to enter every yamen in China. The Daily Graphic says it is authorised to state that Germany acted at Kiao-cbau without the knowledge of Russia and against her wishes. It is reported that Lord Salisbury claims from China favoured nation treatment, which entitles Great Britain to equal participation in all privileges and conceHsions granted to any other Power, and that he refuses to recognise any special rights in regard to ports, railways, and mines. SHANGHAI, January 3. Six Russian warships are at present in Port Arthur, whare the British vessels Iphigtnia and Immortalite are also anchored.
