THE CUBAN QUESTION.

Havana, December 30. A DECREE establishing autonomous Government in Cuba has been gazetted. Madrid, January 1. General Wejler has protested to Queen Maria Christina of Spain against President McKinley's references to himself and the Spanish army. The Spanish authorities have refused to transmit General "VVeyler's protest to the Queeu Regent. They also intend to prosecute the newspapers which published the letter.
