FRIDAY. TKACHEKS' COURT OF Ari'EAL. T 111: Minister for Education said lie had received a number of replies to his circular from various Education Boards, and only one did not approve—the New Plymouth Board. Four Board* had replied. On the motion for the committal of the Bill, Captain Russell moved that as the measure was an Appropriation Bill committee proceedings should be reported by Hansard. Mr Scddon said this was an unusual proceeding, and intended to block the Bill.

Clause 2, interpretation. Mr Montgomery moved to define income an any money or profit derived or received by any person, in any year, by any means, or from any source. He explained that the object of this was that no pensioner should receive less than C2Q per annum. After a discussion lasting over two hours, the amendment was agreed to by 49 to 12.

Clause 3, districts Mr Taylor moved that the bourdaries be coterminous with those of the existing boroughs, counties and road districts. After discussion this was lost by 31 to 26, and the clause agreed to. Clause 4 was agreed to unaltered.
