The Bubonic plague has reached Madras. The Czar has decided to take measures for crushing a rising among the Germanic communities in the western and southern provinces of Russia. The Canadian new two million 'J', per cent, loan has been floated at an average of £Ol 10s sd. The Spanish steamer Trcton has been on the northern coast of Cuba, ith a loss of "200 lives. The National Liberal Club has, at the instance of Earl Carriugton, elected Mr Jteid (Premier of New South Wales) and Mr Seddon (Pieinier of New Zealand) honorary life members.
