Those who voted represented -Piii votes, ot which Ju'7 weie for ami III!) against the proposal. As it was apparent that opponents of the movement, if .-trout; enough, had only to abstain from voting in order to defeat it, a great ininy retrained, and it may he liken th.it the •.'()} ayes represent nearly the total strength of the toformers, whose plea was t nit rating on the unimproved values would impose heavier burdens upon holders ot vacant sections, and relieve those who improved their properties.
