A short time ago a sum was paid to another person, who might be termed an Inspect r or Overseer. If such continues annually, we nrglit as we'l suggest to the Council that an engineer should he appointed at once, because the difference between a. qualified person and several uwjua'ifhd rersons is evidently not very much, and unless we have the former at once, we will have to give Councillor IVs laic a elnncc to get lis ' much more competent man " forward without delay. I am of opinion lie should have proposed advertising tor an engineer and be clone with it, no halt measures.—l am, etc., RATEI'AYKK.
