WASIIINSTON, July 16. Mr Sherman bAs informed Colonel John Hay, the new American Ambassador in London, that Great Britain is responsible for the embarrassment in the relations between the two countries, owing to her refusal to join the Bohring Sea Fisheries Conference proposed by America, with the view of procuring an amended international agreement for the better protection of seals in the Behring Sea. Mr Sherman adds that neglect to protect the fisheries is resulting in the commercial extermination of fur SPals.

The New York Times condemns Mr Sherman's message to Colonel Hay, the American Minister in London, with reference to the Behring Sea Fisheries, as being a string of insults to Great Britain.
