London, June 21. In March last Mr Chamberlain sent despatches to Presideut Kruger coinplaining that the Transvaal had concluded three treaties without the Queon's assent, and that the Aliens Immigration Bill and the new press laws were breaches of the covenant with Britain. President Kruger's reply has now been received. It is very conciliatory in tone, and shows a desire for peace. The President asks that the matters in dispute be submitted to arbitration. At the South African Dinner in London Sir J. do Villicrs, the Chief Justice of the Cape, emphasised the loyalty of the Dutch population of the Cape. Sir J. Gordon Sprigg said the outlook in South Africa was more hopeful than for the past eighteen months.
