London, December H. The Vienna correspondent of the Times telegraphs that if the Powers fail to compel the Porte to execute the new reforms, the resources of diplomacy will be well-nigh exhausted, and a most serious situation would bo created. The Sultan has promised the Austrian Ambassador that he would extend the reforms to the whole of the Empire.
