PRETORIA, November 27. Tjie Yolksrand has passed a Bill to exclude alters who do not possess pnssuorts testifying that they have the menus cf support and ability to woik.
November 28. The Alien Bill comes into operation in January next.

The President, speaking at a banquet, ridiculed any breach of convention, and said if it was the desire to have it changed it would be done by legitimate means. The indemnity, he said, would be limited to the actual expenses of the Transvaal, and he had no doubt the sum would be paid. The Yolksraad's object was, he said, to avert the increase of trouble, and it was the duly of all to foster the mining industry.
