GERMAN DUELLING.
BERLIN, November IS. In the Reichstag, Prince Ifohenlohe said, in accordance with tha command of the Emperor, six officers were considering new rules rendering verdicts of Courts of Honour requiring the righting of duels impossible. This change, he said, was expected to have a wholesome influence outside military circles. He declined to discuss the question of the Royal prerogative. The Minister of War defended Lieut. Biusenrtz, who killed an engineer in a, cafe at Carlsrulio, and said the officer acted in self-defence.
