TURKISH QUESTION.
Constantinople, October 31. The Powers are insisting on the withdrawal of the war tax, fearing that it may be an excitement to massacre. Sheik Islam is nominally a guest at the Royal Palace, but really a prisoner. The suggestion to hold a Confess to discuss the drastic revision of the Treaty of Berlin has greatly alarmed the Sultan. Russia proposes to reduce the annual instalment of the Turkish indemnity by half.
