Madrid, October 20. Gkneral WeYlkr, in Cuba, attempted to detain an American vessel for refusing to surrender a passenger who was on board. The American Consul threatened that Havnnnn would bo bombarded unless the vessel was permitted to sail, and ultimately she was allowed to leave.
