Town Plan
If, as D.G. Harvey seems to infer, the Town Plan is immutable, indisputable law, a Town Planner would have to possess the wisdom of Solomon. I seriously question the infallibility of any Town Plan the implementation of which repeatedly involves expensive litigation which is a waste of ratepayers' and apellant's money; money which could be put to better use in the borough; money which, regardless of who "wins" or "loses", goes into lawyers' pockets.
