Vanishing toby covers

The problem of the vanishing tobys was discussed at this month's meeting of the Waiouru Community Advisory Committee. These valves for controlling water supply both to individual houses and residential areas are set in the ground and covered by metal plates. They are known as toby boxes. For some reason or other the flat round metal plates covering the larger tobys appeared to have an attraction for 'toby-cover collectors' ("some disappear within hours of being installed") but, when removed, leave large holes in the ground which are a hazard to unwary pedestrians. The committee decided to investigate the possibljty of attaching these toby cover plates more securely as a safety measure.
