EIGHT HOURS BILL.
Mr Hutchinson’s Bill fixing the hours of daily labour for certain classes of workman passed through the committee stage last evening. As the Bill now stands amended, after the passing of the Act eight hours shall constitute a day’s work, a further proviso fixing 48 hours as a week’s work having been struck out in the penalty clause. Any workman as well as any employer who offends against the provisions of this Act, is made liable to a penalty not exceeding £2 for the first offence and for every subsequent offence a penalty not exceeding £5, The provisions of the Act do not apply to the work of agricultural and pastoral labourers, or to seamen while on board ship. Domestic servants are provided with a weekly half-holiday. Provision is made for the insertion in any contract of a special stipulation for more than eight hours’ labour daily, but a special rate of payment is required to he provided by the rules of the trade or by mutual agreement.
