NAVAL LIMITATION.

JAPAN AGREES TO CONFER. BUILDING TO PROCEED. TOKIO, February 15. It is understood that the Japanese Cabinet has decided to reply to America accepting the proposal for a disarmament conference, subject to Imperial sanction. ' Replying to interpellations in the Upper Ijouse, the Premier stated that ■the decision to participate in the proposed conference did not warrant the postponement of the Naval Bill, as it was impossible to foretell the ijesult of the sonferencte. —(A. and N.Z.).
