NEW COUNCIL SET UP. \ \ VISCOUNT GREY PRESIDENT. COMMENT ON CHINA. (Received Sunday, 5.5 p.m.) LONDON, February 11. The Liberal Council was formally constituted. Lord Gladstone, on rising to propose ‘Viscount Grey as President, received a tremendous ovation. Tho vice-presidents include Lord Buckmaster, Sir Henry Lunn, Professor Gilbert Murray, and Mr„ Walter Runciman. The committee includes Sir Donald MacEean, Messrs Phillips and Pringle, and Lord Stanley of Alderley. Viscount Grey, in his presidential speech, expressed tho opinion that while the British troops in China were used only to protect life, and not to enforce obsolete treaties, there wan no complaint against the Government.— and N.Z.).
