Mr. Baxter, speaking at a Rugby Union dinner, sail]: “I am strongly in favour of the formation of an Imperial Advisory Board in whieh the Dominions must have a voice in the government of the game. This is absolutely necessary. I am convinced that the Dominions must' be brought into our counsels or we will lose them, which would be unforgiveable.” Sir Roland Hill said: "I am passionately attached to the idea of one set of laws wherever is played, and I am keenly anxious that we should de everything in our power to bring the Dominions into line with England, Scotland, Ireland and Wales. Although I am not prepared to make the Dominions members of the International Board, I am anxious to follow Marylebone’s lead and give them every opportunity of bringing any question for the benefit of the game before the International Board. I am hoping to be able to induce the International Board to set up an advisory board.” —(A. and N.Z.).
