NEW COUNCIL’S REPORT. SOME IMPORTANT PROPOSALS. PREPARATION OF PLANS. AUCKLAND, February 13. In a communication to the Miniatei of Agriculture (the Hon. O. J. Hawken' giving the decisions , of the council o: the New Zealand College of Agricul ture, the Kon. G. Fowlds (chairman oi the council) says:— The council decided to record its concurrence with the view that in regard to research work the Research Board should bO considered the controlling authority in New Zealand ami should direct research and admimstei its funds through the existing organisations and institutions. The College of Agriculture will naturally become one of the important institutions taking part in this research work. It was recognised that in all the preliminary organisation work of the college the. advice and assistance of Professor Peren and Riddet would be essential, and so it was resolved to ask Victoria and Auckland University Colleges to allow this council the use of the services of Professors Peren and Riddet for 1927 for advice and collaboration in matters affecting the general lay-out and completion of such an establishment as may be agreed on by the council. If the Colleges agree to the foregoing, then this council is prepared to consider applications from Victoria University College and Auckland University College to teach students at Palmerston North. At a later stage of the proceedings, it was decided that the chairman.be authorised to grant permission for such teaching, but only in those subjects that are covered by teaching and research connected with the dairying industry and matters directly bearing upon it as set out m the Prime Minister’s statement. It was decided that the chairman should confer with the Minister of Agriculture with a view of arranging a conference between the council, the Minister, and the Board of Governors of Lincoln College in order to avoid unnecessary delay in organising work set out in tho Prime Minister’s statement.
It was resolved that in order to provide for the early establishment of instructional, experimental and research work in the principles and practice of dairying (including dairy fanning and dairy manufactures) in connection with the College, Professors Peren and Riddet be requested to formulate and submit to the council at its next meeting a full scheme providing for: (a) The acquiring of necessary live stock; (b) the erection and equipment on most modern lines of a dairy factory comprising both butter and cheese plants and other necessary buildings; (c) the provision of a complete laboratory and experimental station fully staffed, together with an estimate of capital and annual running costs; and (d) that in the preparation of the foregoing report the Professors be empowered to confer with Mr. Singleton, of the Dairy Division of the Agricultural Department, and the Council of Scientific and Industrial Research. It was resolved that Professors Peren and Riddet be further requested to* draw up for the consideration of the council a detailed report cn the courses of instruction to be carried out at the College in connection with the previous resolution. In order to make sure that till preliminary expenditure might fit in with the ultimate development of the College. it was decided to ask Mr. Roy Lippincott, architect of the Auckland University College, to prepare, in consultation with Professors Peren and Riddet, with a representative of the Research Board and with officers of the Agricultural Department, a lay-out plan for a comprehensive scheme of buildings and grounds for the gradual development of an Agricultural College on the Palmerston North site, such plan to be available for the consideration of the Council at its next meeting.—(P.A.)
