CHILD WELFARE.

Although he was only gazetted as an honorary officer under the Child Welfare Act on December 17 last, the general secretary of the Masterton branch of the Y.M.C.A. (Mr. A. E. Bate) has already been called upon to undertake the supervision of a number of boys. Before the end of December, Mr. Bate had appeared in Court in connection with the cases of three boys, two of whom were placed under his supervision for a period. Two cases of 1 juvenile delinquency called for Mr. Bate’s attention during January. Reporting to his directors last evening, Air. Bate said thai from what he could gather the number of such cases coming before the Court during the last few months was exceptional for Masterton, but it afforded evidence of the need for character-building work among many of the boys of our town. In another section of his report, Mr. Bate said that though the child welfare work took up a good deal of time, it was in keeping with the main purpose of the association and should become a very real piece of service to the community. He recommended that free membership of the association be granted to such hoys as come under his supervision as Child Welfare Officer—the authority to be used with discretion.
