The Coalminers' Conference, after hearing the executive's report, following a further interview with the Government, decided to submit two questions to a ballot of all miners, the votes to be returned on April 15: (1) Whether they favour a general stoppage to enforce the Federation's claims; (2) whether they favour the acceptance of the Government's new offer of a 20 per cent, increase, with a guaranteed minimum of 2s per shift for workers over eighteen, Is per shift for workers between 10 and 17, and 9d per shift for workers under 16, payable as from March 1. The new offer is estimated to cost from thirtyfive to thirty-eight millions.
