It is reported from Paris that the American authorities in Berlin have advised Americans to leave Berlin, as they are unable to guarantee their safety. • DETERMINED ENGAGEMENTS. BAUER GOVERNMENT RECONSTRUCTED. Received Last Night, 11.30 o'clock. I BERLIN, March 24. There is every indication of a pitched battle near Essen between the Reds and Looyalists. The Reds occupy the extensive industrial area, and hold a line extending from Dinslaken to I Dorsten.
There already have been determined engagements at several points, and the Reichswehr was compelled to retreat on reinforcements arriving from the south. Herr Bauer has agreed to re form the Cabinet, including only Majority and Independent Socialists.
DEMOCRACY'S LOST CHANCE.

The World's Berlin correspondent interviewed Herr Maxmilian Harden, who declared that the outside world, must prepare itself to deal with a modified Soviet Government in Germany.
The factory Soyieta were going to 'dictate the policy of the Government through their Central Committee, Democracy had its chance in Germany and lost it. The Ebert Government; had a democratic ideal, but had not the spirit to carry it into effect.
OUTBREAKS OF ANARCHY. CONFLICTS WITH MILITARY. . Received Last Night, 10.30 o'clock. LONDON, March 23. Berlin-, advices state that an Anarchist meeting at Venkolu led to a sanguinary, riot. Soldiers brought up machine-guns, and many were killed and wounded. \ Another outbreak occurred at Ullh\uisthall, where Sovictcrs killed a dozen volunteers. Government troops intervened, and killed a score of Sovictera. They held a summary court-martial, and executed twenty-four others. BRITISH DISARM REVOLUTIONARIES. deceived Last Night, 11.10 o'clock. AMSTERDAM, March 23., The British disarmed a General and 1500 Revolutionaries, whom the Government troops had forced into the occupied territory. ALLIED CO-OPERATION. Received Last Night, 11.10 o'clock. •WASHINGTON, March 35. It is understood that the United States has joined Britain and Italy in advising that Herr Ebert should be permitted to send troops into the Ruhr district against the Spartacists.
