INTERESTING PROPOSALS. (By Eteotrio Telegraph.—Copyright.) (Australian-N.Z. Cable Association.) Received Last Night, 1.1.50 o'clock. LONDON, March 24. It is understood that Lord Milner's Commission will recommend a milder term than "Protectorate" to describe British authority, but Egypt will not be allowed "to send diplomatic representatives abroad, though she will be allowed to receive foreign diplomats. The Legislature will be bicameral, the Upper House partly nominated and partly elective. The Parliament will not control the Ministers. The Sultan will appoint them. The Commission recommends that many of the higher and junior officials bo Egyptians.
