In the Chamber of Deputies, Signor Mitti declared that Europe could only regain its equ ; librium by putting Germany and Russia on their feet again. He urged sympathy and clemency for the vanquished. Undoubtedly, he said, the vanquished must bear the material consequences of the war, but they shoutd be permitted to discharge their obligations through progress, and not through impoverishment.
