SURPLUS OF £2,500,000 EXPECTED. , By Telegraph—Preßß A relation.) ~ DELHI-, March 22. In the final Budget discussion, Mr. Hailey said the actual deficit was now reduced'to £10,000,000. Five millions, •.vould be recovered from England as\ the capitalised value of the pensions of Indian troops and their British officers. It was expected that the surplus , for the coming year would be £2,500,000, but that .entirely, depended • on the conclusion of the frontier war and the exchange position. The Viceroy, Lord Chelmsford, in closing the debate, said this, as the., result' of the joint committee's decision,, was the last time, the Viceroy would preside in the Legislative Council at Delhi; henceforth he would only attend in order to make an occasional ceremonial speech.
