The Premier of Italy has placed the position in regard to the vanquished nations in a strictly humane and intelligible form when he says that Europe can only regain its equilibrium by putting Germany. and Russia on their feet again. Undoubtedly, as Signor Nitti points out, the vanquished must bear the material consequences of the war, but they should be permitted to discharge their obligations through progress, • and not impoverishment. The whole 6f the responsible statesmen are now agreed that the vanquished nations must be aassisted to commercial restoration, in order that they may be in a position to meet their obligations.. They must not, however, <be altowed, by-unfair competition, to destroy the commerce of other countries.
