A Change of Government
NEW PHASE IN ANTI-RED CONFLICT.

Dr. Harold Williams, who is with Denikin, telegraphs that, as the result of an agreement with the United Cossacks' Assembly, the Government of South Russia has been changed, and Denikin becomes leader of a semiSocialist Government, with Melnikov, the Socialist Cossack, as Premier. Each Cossack region will have a special representative in the Cabinet, The conflict with Bolshevism is entering upon a new phase.
