If advocates of the loan know how to procure the money for it, it is their duty to present another water supply to the district. The efforts of a portion, of the public to obtain its requisites from ratepayers who cannot create a penny to save their lives, instead of from tihe supplier of Tiuman need'who gives them without charge, cause'needless suffering and expense.
