PROHIBITED IN MELBOURN E CASE. (Received Last Night, 11.15 o'clock.) MELBOURNE, Dec. 16. As tho result of a report by the Chief Commissioner of Police regarding the infant murders m Melbourne, where sensational disclosures followed upon the "suicide of n woman named Mrs Newman, and the application ojf the American "Third Degree" in the examination of the deceased woman's husband and children, the Chief .Secretary has prohibited tlie further application of the "Third Degree." 1
