FOUGHT ON HOME RULE ISSUE. (Received Dec. 10, 10 a.m.) - LONDON, Dec. 9. The by-election for the Wicks (Burghs) seat resulted: Mr R. Munro (Liberal) 1577, Mr Mackenzie 1134. Mr Munro declared that the election was fought solely on the Home Rule question. ~
