PRAISED BY BRITISH GENERAL. (Received '"Last Night, 10.40 o'clock.) LONDON, Dec. 2. General Sir lan Hamilton, speaking' at Edinburgh, made a. vigorous reply to critics of the Territorial system. He eulogised the defence forces, of theDominions as vigorous offshoots of their own voluntary sysrtem. He praised the patriotism of the newspapers of the Dominions, and denounced the-English press in finding it easy and pleasant to find fault with the Territorials. He emphasised the fact that the navy must always be the first, a position which, a compulsory army service would sodn jeopardise.
