TREATY ABOUT TO BE SIGNED.
OIL CONCESSIONS.
(Received December 2, 11 a.m.) CONSTANTINOPLE, Dec. 1.
It is stated that under the AngloTurkey Treaty, about to be signed, Britain obtains a concession over all the oil wells in Arabia, Mesopotamia, and Syria,, and the frontiers of Kowoit have been settled in accordance with Britain's demands. The Sultan has placed it under Turkish sovereignty, but it will be" practically independent and entitled to conduct its external relations without Turkish supervision, and will directly control a largo hinterland. Under the same treaty the navigation of the Euphrates arid Tigris j forms the monopoly of an international eomp*any, 50 per cent of the J interest in which is held in England r 25 per cent in Turkey, and 25 per cent in Germany. The Inchcape group of financiers represents the ffitHsh interests.
