AND CELLULOID ARTICLES IN SHOPS. 'Times' —'Sydney Sun' Special Cables. (Received Nov. 4, 8.30 a.m.) LONDON, Nov. 3. Tho County Council is recommending the licensing of buildings containting over ten kinemato&raph -films, and shops containing over 5601bs of celluloid. It also recommends that light articles, like combs, toys, and collars sihould not be said without a warning being given to the buyers as to their inflammability.
