MINED. EXCLUSION OF* ULSTER IMPOSSIBLE. (Received Last Night, 5.5 o'clock ) LONDON, October 18. The 'Right Hon. Walter Runciraan, speaking at Batley, said the Government was fully determined to pass the Home Rule Bill in 1914. There was no ground to assume that the Government would abandon the main principles of the Bill. The exclusion, of Ulster , he said, is absolutely impossible, but the Government will adopt whatever means are necessary to guard Ulster against religious contingencies.
SIR E. CARSON'S DECISION. HEAVY MONEY SACRIFICE. (Received October 18, 9.35 a.m.) LONDON, October 17. Sir Edward Carson, K.C., M.P , has decided not to practice in the Law Courts until the \Ulster ca'sO haa been decided. The decision entails a loss of £2OOO monthly. The Daily Mail (Unionist) states that informal negotiations between the Government and the Unionists with regard' to the Ulster question have resulted in a deadlock. The Government desired the Unionists to make a definite offer, but the latter declined, considering that the Government should be the first to suggest a conference.
