THE COUNTIES ACT.

An obvious defect in the Counties Act was revealed' at the meeting of the Masterton County Council on Tuesday. A County Council has, it appears, ample power to strike a separate rate over a whole Riding, but it has no power to strike a separate rate oyer a portion of a Riding. It thus happens that, if an extraordinary service is required, as in the case of Lansdowne, or a bridge be washed away, the cost of this service must be spread over a whole Riding. We see no reason whatever why the powe'f should not be given to strike a separate rate, where considered necessary, over a portion of a Riding. It is to be hoped that, when the Counties Act Amendment 1 Bill is under review this session, the defect that has been pointed out will be remedied.
