EMPIRE AND DOMINIONS. (Received Last Night, 5.5 o'clock ) LONDON, Oct. 11. The Telegraph, commenting on the Hon Joseph Cook's statement in regard to the naval defence of the Pacific, says the Dominions are in 'the dark regarding the navy, and light is reftased therai, and adds that the Empire is threatened with a development of a most disquieting character, as the tone of Mr Cook's statement shows.

Hie Telegraph contradicts Sir Wilfrid Laurier's assertion that there is no naval emergency. Mr Winston Gthurchill's urgent call, the paper says, has not been too late. The Rt. Hon. H. H. Asquith will still see the wisdom of calling a conference. CANADIAN POLICY.
