(Received Oct. 11, 8.30 a.m.) LONDON, Oct. 10. , The Times, in a leader, says: —"Ulster might be excluded entirely from the Home Rule Bill, but to make any settlement possible an agreement must take a wider range. An essential point for Unionists is that the Imperial Parliament should give away no power which it does not precisely define and court of its own initiative, without appeal to a <jourt to modify, expand, or recall. On these terms Unionists might agree to the concession even of greater powers than the present Bill concedes."
