The Governor of the Philippines, in a speech at Manila, declared that the United States intended ultimately to grant independence to the islands. The Filipinos have a majority in both Houses.
[The Philippine Islands form a large group of the Asiatic Archipelago. Until 1893, they formed a Spanish colony, but after the Ameri-can-Spanish War they were ceded to the United States as territorial indemnity for the expenses of the war. The administration of the islands has proved a task of some difficulty, owing to frequent revolutionary outbreaks.]
