PLURAL VOTING.

The question of whether plural voting should bo permitted on. Harbour Board loan proposals was discussed by tho House of Representatives on Monday night, and the deletion of a clause in a local Bill providing for the exorcising of plural votes, demonstrated that the majority of members are opposed to the granting of a property qualification. A very important question has thus been opened up. If it is undesirable that plural votes should be exercised in regard to Harbour Board loans, why should the plural voting system bo retained in Counties ? This is a question that Parliament will be; called upon tb answer at no distant date. We confess that we are unable to discover why the one--naiM>ne-vote principle should be good for municipalities; and bad for Counties. The,laws of the country, however, establish this unique, though somewhat anomalous proposition.
