DISCUSSION AT CHURCH CONr GRESS.
(Received October 3, 11 a.m.) LONDON, October 2: The Church Congress at Southampton ie discussing- the conditions ,in the Congo' and Putumayo. The Earl of Selborne advocated that if a, native was thrifty and living a civilised life, he should, be given the franchise and all a civilised man's privileges. Groups of those unfit to vote should be entitled at intervals to meet a Minister for Native Affairs, and declare their wants publicly.
