PROVISIONAL GOVERNMENT. DETAILS NOT YET DISCLOSED. (Recefved September 25, 8.25 a.m.) LONDON, Sept. 24. The Ulster Council, sitting at Belfast, ratitiedi the scheme for a provisional Government. The details will be reserved until the Home Rule Bill becomes law. A military council and several committees (including Customs, Excise, and Poet Office) were appointed. It was decided to raise a million pounds' guarantee fund 1 to indemnify volunteers and relatives in the case of injury or death. Five hundred delegates attended the conference, including the Marquis of Londonderry, the Duke of Abercorn, Sir Edward Carson, Captain Craig, M.P., and many peers and members of the House of Commons. SIR E. CARSON'S BODYGUARD. (Received September 25. 11.30 a.m.) LONDON, Sept. 24. Sir Edward Carson and Lord Londonderry drove up to the Ulster Half with a bodyguard of motor cyclists. The proceedings were held with cloeed doors. The details will be published on the day the Home Rule Bill becomes law. BIG DONATION. (Received September 25, 2.30 p.m.> * LONDON, Sept. 24. Sir Edward Carson headedi the indemnity fund with a .donation of £IO,OOO.
