Sir Edward Carson appointed General Sir William Thompson Adair as his Adjutant-General and Colonel Hackot Pain Chief of Staff. Boer tactics will be the basis of the campaign in the event of war. Efforts to smuggle arms into Ulster continue. [General Adair, who lives at Lough* anmore, Dunadry, County Antrim, was born in 1850, and entered the Army in 1867. He served in South Africa. Colonel Hacket Pain joined the Army in 1867. He served in the Soudan and South Africa. In 1911 he retired.J

TO CHECK SIR EDWARD'S INCITEMENTS. HAS THE TIME ARRIVED? (Received) September 28, 8.25 a.m.) LONDON, Sept. 22. Sir Edward Carson's fresh campaign in Ulster has attracted more attention than ever. The Daily Chronicle (Liberal) says the time has arrived to check Sir Edward Carson's incitements, and suggests the removal of his name from the Privy Council list. The Daily News (Liberal) fears that his removal from the Privy Council would be hailed as a political persecution, but adds that the Government will' soon be forced to act. The Westminster Gazette (Liberal) says that Ulster's preparations are nothing fresh. Sir Edward Carson's speeches are immaterial; if public danger arises the Government will have no choice but to act. The Daily Citizen (Labour) demands the prosecution of S:r Edward Carson and his generals.
