RIVAL GOVERNMENT ESTABLISHED. (Received Last Night, 11.15 o'clock.) VIENNA, Sept; 19. Advices from Valona state that Esead Pasha has organised a rebellion against the Albanian Government. He seized the State treasure and is establishing a rival Government at Durazzo. The chief officials at Durazzo have joined Essad Pasha. The Miridites and Malissori tribes have refused to join the rebellfoif.
