We have always contended that if New Zealand is to increase very considerably her annual expenditure on naval defence the cost of her Territorial army system must be reduced. Apparently it is Mir 'Allen's desire and plan to build up a system of shore defence , which, while not being intended to free us from the necessity of protection , iby : liritish : warships, would at least very materially lessen the danger of the country's being suddenly attacked without any hope of its offering a stout and effective resistance.
