MENTAL HOSPITALS.
The public conscience has been shocked in New Zealand at the revelations that have been made during the last few weeks concerning the system that ifl employed at our mental hospitals. The whole machinery appears to be out of gear, and requires an immediate overhaul. The Prime Minister has promised to inquire "into the management of one of the institutions; but this promise will not satisfy the public. A searching investigation should be made by an independent commission into the management of the whole of the mental hospitals, and the Government should be prepared t'o make drastic alterations where they are considered necessary. It has been known for years past that these institutions were in an unsatisfactory condition, and it is no credit to the Continuous Ministry that things should have been allowed to drift into their present state.
