A CONFIDENTIAL REPORT.

It is not. often that we find ourselves in sympathy with the attitude of: Mr C 4. W. Russell in Parliament. There is rather much of the bombast about him for our liking. Still, we are compelled in the public interest to support the protest he 1 made in the House of Representatives yesterday nftornooa against the private and confidential evidence takeni by. a Royal Commissiou being made available-to a Minister of the Crown. We agree with Mr Russell that a Minister has no more right to such: evidence than any other member of Parliament. Indeed, the acti«n of a Minister in availing himself of the opportunity of perusing evidence which was presumably the sole and sacred property, of the Commission that heard! it, is open to grave criticism; The Hon. A. L. Herdman may have an explanation to offer. In the interests of the Governmeat and the party, that explanation should be promptly given.
