BLACKMAILING SYSTEM. 'Times' — 'Sydney Sun' Special Gables. '(Received August 18, 8.30 a.m.) PARIS, August 17. The police are being censured for an alleged system of blackmail. In order to gain a premiu-n for successful arrests, it is alleged that policemen have apprehended innocent persons. Arresting anyone for shoplifting, they would en route to the station slip some article into the victim's pocket. One case is cited of a man of good family who, on changing a gold piece for a lady, was arrested and charged with In iug on her earnings. A constable, going to the cells, whispered to the man that the matter j:ould be squared on payment of £4.'" The accused person informed the magistrate as to what had occurred, and the- magistrate increased his sentence for insulting a zealous servant of the State.
