JAPANESE AND CALIFORNIA. 'Times'— 'Sydney Sun' Special Cables. (Received August 12, 8.30 a.m.) LONDON, August 11. The Tokio correspondent of The Times learns authoritatively that Japan does not contemplate bringing a test case immediately the Californian Land Act comes into operation, but prefers to await the occasion of a Japanese landowner's death to dispute the Act solely on the basis of treaty rights-.-
