Further despatches from Viscount Gladstone, Governor-General of South Africa, include a Labour pro-' clamation published at Pretoria, stat- . ing:—"ln the name of law and order, those not having grievances, are invited to enrol in the special police to intimidate citizens who foolishly think they, have grievances against the present-day pernicious society, the reward being the glory and honour of keeping the working-nan in his place. Roll''up; rifles free, ye heroes!"
